LONDON ADVISORY COMMITTEE ON HERITAGE

 

meeting held on September 14, 2016, commencing at 5:30 PM, in Committee Room #3, Second Floor, London City Hall.

I.

CALL TO ORDER

 

1.

Disclosures of Pecuniary Interest

 

That it BE NOTED that H. Garrett disclosed a pecuniary interest in clause 24 of this Report, having to do with the application of Rygar Properties Inc., related to the properties located at 100 Fullarton Street, 475 – 501 Talbot Street and 93 – 95 Dufferin Avenue, by indicating that her employer is the agent on file.

 

II.

SCHEDULED ITEMS

 

2.

Kiwanis Park - Natural and Local Heritage

 

That the matter of the natural and local heritage of Kiwanis Park BE REFERRED to the Education sub-committee for consideration; it being noted that a verbal presentation provided by Mr. S. Harding, 1467 Trafalgar Street, was received.

 

3.

Request for Demolition - 191 Commissioners Road East

 

That, on the recommendation of the Managing Director, Planning and City Planner, with the advice of the Heritage Planner, relating to the request for the demolition of the heritage listed property located at 191 Commissioners Road East, the following actions be taken:

 

a)         191 Commissioners Road East BE REMOVED from the Inventory of Heritage Resources (Register);

 

b)         the Chief Building Official BE ADVISED that Municipal Council consents to the demolition of this property;

 

c)         the property owner BE REQUESTED to salvage those elements identified by the Cultural Heritage Evaluation Report; and,

 

d)         the Civic Administration BE REQUESTED to submit a copy of the Cultural Heritage Evaluation Report to the London Room;

 

it being noted that the Planning and Environment Committee heard verbal presentations from M. Poddar, Planner, York Developments, T. Dingman, Thor Dingman, B. Architectural SC. Inc., The Ashfield Group Inc. and A. Soufan, York Developments, with respect to this matter.

4.

8th Report of the London Advisory Committee on Heritage

 

That it BE NOTED that the 8th Report of the London Advisory Committee on Heritage from its meeting held on July 6, 2016, was received.

 

5.

Municipal Council Resolution - Child Minding Services

 

That it BE NOTED that the Municipal Council resolution adopted at its session held on March 22, 2016, with respect to child minding services at Standing Committee meetings, was received.

 

6.

Municipal Council Resolution - Mathers Cemetery

 

That it BE NOTED that the Municipal Council resolution adopted at its session held on June 23, 2016, with respect to By-law No. L.S.P.-3389-65 for the Mathers Cemetery, was received.

 

7.

Municipal Council Resolution - 8th Report of the London Advisory Committee on Heritage

 

That it BE NOTED that the Municipal Council resolution adopted at its session held on July 26, 2016, with respect to the 8th Report of the London Advisory Committee on Heritage, was received.

Municipal Council Resolution - 129 Langarth Street East

 

That it BE NOTED that the Municipal Council resolution adopted at its session held on July 26, 2016, with respect to the property located at 129 Langarth Street East, was received.

 

9.

Municipal Council Resolution - 269 Thames Street

 

That the following actions be taken with respect to the Municipal Council resolution adopted at its meeting held on July 26, 2016, with respect to the property located at 269 Thames Street:

 

a)            the Civic Administration BE REQUESTED to review the activity and development at the above-noted address; and,

 

b)            the property owner BE REQUESTED to provide any relevant archeological information related to the site.

 

10.

Notice of Application - Drewlo Holdings Inc. - 661 and 667 Talbot Street

 

That the following comments of the London Advisory Committee on Heritage, with respect to the application by Drewlo Holdings Inc., relating to the properties located at 661 and 667 Talbot Street, BE FORWARDED to the Civic Administration for consideration:

 

a)            the London Advisory Committee on Heritage strongly disputes the conclusions of the Heritage Impact Assessment for the properties located at 661 to 667 Talbot Street; and,

 

b)            the London Advisory Committee on Heritage encourages the reassessment of the following with respect to the submitted proposal:

 

i)              the massing of the building;

ii)             the setbacks;

iii)            the form of the building;

iv)           the compatibility of building materials used with surrounding neighbourhood;

v)            the design of exterior façades;

vi)           shadowing impacts onto adjacent heritage properties; and,

vii)          lack of an appropriate commemoration of the former Locust Mount.

Notice of Application - Foxwood Development - 2870 and 2900 Tokala Trail

 

That it BE NOTED that the Notice dated June 28, 2016 from C. Smith, Senior Planner, with respect to the application submitted by Foxwood Development (London) Inc., related to the properties located at 2870 and 2900 Tokala Trail, was received

Notice of Application - Ontario 2049401 Ltd. - 555-557 Ridout Street North

 

That it BE NOTED that the Notice dated August 25, 2016 from B. Turcotte, Senior Planner, with respect to the application submitted by Ontario 2049401 Ltd., related to the properties located at 555-557 Ridout Street North, was received.

Notice of Application - Sifton Properties Limited - 2619 Sheffield Boulevard

 

That it BE NOTED that the Notice dated August 29, 2016 from L. Mottram, Senior Planner, with respect to the application submitted by Sifton Properties Limited, related to the property located at 2619 Sheffield Boulevard, was received.

 

14.

Notice of Application - Wastell Builders (London) Inc. - 1245 Michael Street

 

That it BE NOTED that the Notice dated August 8, 2016 from N. Pasato, Senior Planner, with respect to the application submitted by Wastell Builders (London) Inc., related to the property located at 1245 Michael Street, was received.

 

15.

The Ontario Culture Strategy

 

That the following actions be taken with respect to the Ontario Culture Strategy:

 

a)            the Manager of Culture BE REQUESTED to provide an update on the Ontario Culture Strategy at the next meeting of the London Advisory Committee on Heritage; and,

 

b)            it BE NOTED that the Ontario Culture Strategy, Telling our stories, growing our economy and the attached communication from R. Armistead, Manager of Culture, were received.

 

16.

Municipal Council Resolution - Sign and Canopy By-law

 

That the Municipal Council resolution adopted at its meeting held on August 30, 2016, with respect to the new draft Sign By-law and amendments to the current Sign and Canopy By-law BE RECEIVED and the matter be referred to the Planning and Policy sub-committee for consideration.

 

17.

N. Finlayson - 100 Stanley Street

 

That it BE NOTED that the London Advisory Committee on Heritage (LACH) expressed appreciation to Mrs. N. Finlayson, 100 Stanley Street, for apprising the LACH of the potential building of a new railway bridge and the possible impacts to her Priority 1 property.

 

18.

Ontario Heritage Trust - Ontario Heritage Act Register Privacy Protection Guidelines and Municipal Requirements for Serving Notice

 

That it BE NOTED that the communication dated June 20, 2016, from E. Semande, Provincial Heritage Registrar, with respect to the Ontario Heritage Act Register Privacy Protection guidelines and municipal requirements for serving notice, was received.

 

IV.

SUB-COMMITTEES & WORKING GROUPS

 

19.

Stewardship

 

That the following actions be taken with respect to the Stewardship Sub-Committee:

 

a)            it BE NOTED that the London Advisory Committee on Heritage does not recommend the designation of the property located at 191 Commissioners Road East not be designated under the Ontario Heritage Act, and it strongly supports the architectural salvage for the building as suggested by the Cultural Heritage Evaluation Report;

 

b)            the properties located at 479, 481, 483, 485, 487 and 489 Talbot Street (Camden Terrace) BE DESIGNATED with the Statement of Cultural Heritage Value or Interest recommended by the London Advisory Committee on Heritage in 2015; and,

 

c)            it BE NOTED that the Stewardship Sub-Committee minutes from its meetings held on July 27 and August 31, 2016, were received.

 

20.

Archaeology

 

That it BE NOTED that the London Advisory Committee on Heritage was advised by T. Jenkins, Chair, Archaeology sub-committee, that World Archaeology Day events will be taking place on October 15, 2016 at the Museum of Archaeology.

 

V.

ITEMS FOR DISCUSSION

 

21.

2017 Mayor’s New Year’s Honour List – Nominations Requested

 

That it BE NOTED that the members of the London Advisory Committee on Heritage were encouraged to submit nominations for the 2017 Mayor’s New Year’s Honour List to its Committee Secretary for inclusion on the next Agenda.

 

22.

Heritage Alteration Permit Application - B. McDougal - 183 Bruce Street

 

That, on the recommendation of the Managing Director, Planning and City Planner, with the advice of the Heritage Planner, the application under section 42 of the Ontario Heritage Act to replace the windows of the building located at 183 Bruce Street, within the Wortley Village-Old South Heritage Conservation District, BE APPROVED as described in the staff report dated September 14, 2016 SUBJECT TO the following terms and conditions:

 

a)            exterior grills be added to all street-facing replacement windows to recreate the historic proportions of the removed windows; and,

 

b)            the Heritage Alteration Permit being displayed in a location visible from the street until the work is completed.

 

23.

Heritage Alteration Permit Application - S. Goodine - 504 Colborne Street

 

That, on the recommendation of the Managing Director, Planning and City Planner, with the advice of the Heritage Planner, the application under section 42 of the Ontario Heritage Act to partially rebuild the lower front porch of the building located at 504 Colborne Street, within the West Woodfield Heritage Conservation District, BE APPROVED as described in the staff report dated September 14, 2016 SUBJECT TO the Heritage Alteration Permit being displayed in a location visible from the street until the work is completed.

 

24.

Camden Terrace Update

 

That it BE NOTED that the London Advisory Committee on Heritage (LACH) held a general discussion with respect to this matter and the LACH confirmed that he following actions be taken with respect to Camden Terrace:

 

a)            notice under the provisions of Section 29(3) of the Ontario Heritage Act, R.S.O. 1990, c. O. 18, of the Municipal Council’s intention to designate the properties located at 479, 481, 483, 485, 487 and 489 Talbot Street (Camden Terrace) to be of cultural heritage value and interest BE GIVEN as recommended by the London Advisory Committee on Heritage in 2015; and,

 

b)            the Municipal Council BE ADVISED that the London Advisory Committee on Heritage does not consent to the demolition of the above-noted properties.

 

25.

2016 London Advisory Committee on Heritage Work Plan

 

That consideration of the review of the 2016 London Advisory Committee on Heritage (LACH) Work Plan BE POSTPONED to the next meeting of the LACH.

 

 

26.

Heritage Planners Report

 

That it BE NOTED that the attached submission from K. Gonyou, Heritage Planner, with respect to various updates and events, was received.

 

VI.

DEFERRED MATTERS/ADDITIONAL BUSINESS

 

27.

(ADDED)  Trees by West London Dyke

 

That it BE NOTED that the London Advisory Committee on Heritage held a general discussion with the proposed removal of trees on the levy by the West London Dyke.
