7TH REPORT OF THE
LONDON
ADVISORY COMMITTEE ON HERITAGE
meeting held on June
8, 2016, commencing at 5:30 PM, in Committee Room #1, Second Floor, London City
Hall.
PRESENT: D. Dudek, (Chair), S. Adamsson, J.

Thompson, K. Waud and M. Whalley and B. Mercier (Secretary).
ABSENT: D. Brock. J. Dent and B. Vazquez.
ALSO PRESENT: R. Armistead, L.
Dent, K. Gonyou and J. Yanchula.
That it BE NOTED that the following
pecuniary interests were disclosed:
a) H.
Garrett in clause 22 of this Report, having to do with the Notice of
Application by Rygar Properties Inc. relating to the properties located at
100 Fullarton Street, 475-501 Talbot Street and 93-95 Dufferin Avenue, by
indicating that her employer is the agent on file for this project;
b) G.
Thompson in clause 2 of this Report, having to do with the Heritage Impact
Statement for the London Roundhouse located at 240 Waterloo Street, by
indicating that his employer may be a tenant of the redevelopment; and,
c) S.
Adamsson in clause 2 of this Report, having to do with the Heritage Impact
Statement for the London Roundhouse located at 240 Waterloo Street, by
indicating that he is a tenant of the property.

That the following actions be taken with
respect to 240 Waterloo Street:
a) the
Civic Administration BE ADVISED that the London Advisory Committee on
Heritage (LACH) supports the Heritage Impact Statement for the London
Roundhouse, Phase 2, located at 240 Waterloo Street, prepared by Kirkness
Consulting; and,
b) the
Civic Administration BE REQUESTED to strongly encourage the property
owners to designate the above-noted property as a heritage site;
it being noted that the LACH heard a verbal
delegation from L. Kirkness, Kirkness Consulting, with respect to this
matter.

That it BE NOTED that the 6th Report
of the London Advisory Committee on Heritage from its meeting held on May 11,
2016, was received; it being noted that the title and line 3 of clause 3,
"Green In" should read, "The Green".

That it BE NOTED that the Municipal
Council resolution adopted at its session held on May 3, 2016, with respect
to "Defining and Applying Diversity: 'Gender Lens'", was received.
|
That it BE NOTED that the Municipal
Council resolution adopted at its session held on May 3, 2016, with respect
to the 5th Report of the London Advisory Committee on Heritage, was received.
|
That it BE NOTED that a Notice of
Public Information Centre with respect to the West London Dyke Replacement -
Phase 3, was received.
|
That it BE NOTED that a Notice of
Public Participation Meeting and Public Open House, dated May 4, 2016, from
J. Adema, Planner II, with respect to the London Plan, was received; it being
noted that the London Advisory Committee on Heritage was provided with a copy
of the London Plan, May 2016.
|
That it BE NOTED that a Notice dated
May 18, 2016, from B. Turcotte, Senior Planner, with respect to an application
submitted by Doug Lansink relating to the property located at 66 Byron Avenue
East, was received.
|
That it BE NOTED that the
Archaeology Sub-Committee minutes from its meeting held on May 18, 2016, were
received.
|
That it BE NOTED
that the London Advisory Committee on Heritage supports the amendment to the
designating By-law No. L.S.P.-3389-65 to correct the municipal address of the
Mathers Cemetery from 3557 Colonel Talbot Road to 3551 Colonel Talbot Road,
pursuant to Section 30.1(1) of the Ontario Heritage Act.

That,
on the recommendation of the Managing Director, Planning and City Planner,
with the advice of the Heritage Planner, the request for the demolition of
the building located at 175/179/181 King Street in the Downtown London
Heritage Conservation District BE PERMITTED, under Section 42 (1) of
the Ontario Heritage Act, with the following conditions:
a) prior to any demolition,
measured drawings of the exterior and photo documentation of the exterior and
interior of the existing structure at 175/179/181 King Street be provided by
the applicant and submitted to Planning Services;
b) prior to any demolition
activity, a conservation plan satisfactory to the Chief Building Official be
provided by the applicant to ensure the protection and structural viability
of the building located at 183 King Street; and,
c) the applicant be required to
post a bond or provide a certificate of insurance as a guarantee that the
structure at 183 King is protected during the demolition process of the
building at 175/179/181 King Street.

That, on the recommendation
of the Managing Director, Planning and
City Planner, with the advice of the Heritage Planner, the
following actions be taken with respect to a request for the demolition of a
heritage listed property located at 5221 Cook Road:
a) the
Chief Building Official BE ADVISED that Municipal Council consents to
the demolition of this property; and,
b) the
property located at 5221 Cook Road BE REMOVED from the Inventory of
Heritage Resources (Register).

That, on the
recommendation of the Managing Director, Planning and City Planner, with the
advice of the Heritage Planner, the request to repeal designating By-law No.
L.S.P.-2984-126 for 142 Kent Street BE REFUSED and that notice of this
decision be given to the property owner and to the Ontario Heritage Trust; it
being noted that the London Advisory Committee on Heritage (LACH) received a
communication dated June 7, 2016, from J. Horn, Solicitor, representing the
property owner.

That the discussion and update of the 2016
Work Plan BE DEFERRED to the September 2016 meeting of the London
Advisory Committee on Heritage.
|
That it BE NOTED that the London
Advisory Committee on Heritage held a general discussion with respect to its
summer meeting schedule and decided to meet on July 6, one week prior to its
scheduled meeting date, and also in the month of August.
|
That it BE NOTED that J. Yanchula,
Manager, Urban Regeneration, introduced Laura Dent as the new Heritage
Planner joining the Urban Regeneration staff, effective June 13, 2016.
|
That the following actions be taken with
respect to the Heritage Planner's Report:
a) the
request to rename Carfrae Park BE FORWARDED to the Education
Sub-Committee for review; and,
b) it
BE NOTED that the attached submission from K. Gonyou, Heritage
Planner, with respect to various updates and events, was received.
|
That it BE NOTED that a Notice of
Public Meeting dated June 1, 2016, from S. Wise, Planner II, with respect to
an application submitted by Creative Properties Design Build Inc. relating to
the properties located at 240 Waterloo Street and 358 Horton Street East, was
received.

That it BE NOTED that a Notice of
Public Meeting dated June 2, 2016, from M. Corby, Planner II, with respect to
an application submitted by 1016790 Ontario Ltd. relating to the property
located at 455 Clarence Street, was received.
|
That it BE NOTED that a Notice of
Public Meeting dated June 1, 2016, from B. Turcotte, Senior Planner, with
respect to an application submitted by 761030 Ontario Ltd. relating to the
property located at 4680 Wellington Road South, was received.
|
That it BE NOTED that a Notice of
Public Meeting dated June 2, 2016, from A-B Watson, Planner II, with respect
to an application submitted by The Corporation of City of London relating to
the properties located in the Blackfriars/Petersville Area, was received.
|
That it BE NOTED that a Notice dated
May 25, 2016, from M. Davis, Planner II, with respect to an application
submitted by Rygar Properties Inc. relating to the properties located at 100
Fullarton Street, 475-501 Talbot Street and 93-95 Dufferin Avenue, was
received; it being noted that the London Advisory Committee on Heritage heard
a verbal delegation from M. Campbell, Zelinka Priamo Ltd., with respect to
this matter.

That it BE NOTED that a Notice of
Application dated June 1, 2016, from S. Wise, Planner II, with respect to an
application submitted by 2431602 Ontario Ltd. relating to the property
located at 420 Fanshawe Park Road East, was received.
