3.

STAFF REPORT - London’s Homeless Prevention System - Contract Amendment – Cargo Management Consulting Inc. - Homeless Management Information System Implementation Consultant

 

That, on the recommendation of the Managing Director of Neighbourhood, Children and Fire Services, with concurrence of the Director of Information Technology Services, the following actions BE TAKEN with respect to increasing the value of the Purchase of Service Agreement with Cargo Management Consulting Inc. for the implementation of London’s Homeless Management Information System:

 

a)         that the value of the Purchase of Service Agreement with Cargo Management Consulting Inc. for the implementation of a Homeless Management Information System in accordance with Request for Proposal 16-56, at a total cost of $649,500 plus HST, BE INCREASED by $76,055 to a revised total of $725,555 plus HST for one-time costs associated with the start-up of the Information System;

 

b)         that Civic Administration BE AUTHORIZED to undertake all the administrative acts that are necessary in relation to this project;

 

c)         that approval given herein BE CONDITIONAL upon the Corporation entering into an amended Community Homelessness Prevention Initiative Purchase of Service Agreement with Cargo Management Consulting Inc.; and,

 

d)         that the approval noted in a) above is SUBJECT TO the availability of funding. (2017-S14)

4.

STAFF REPORT - London’s Homeless Prevention System - Homelessness Partnering Strategy - Homeless Individuals and Families Information System -  Data Provision Agreement

 

That, on the recommendation of the Managing Director, Neighbourhood, Children and Fire Services, with the concurrence of the Director, Information Technology Services, the proposed By-law, as appended to the staff report dated September 12, 2017, BE INTRODUCED at the Municipal Council meeting to be held on September 19, 2017, to:

 

a)         approve the Data Provision Agreement, as appended to the above-noted proposed by-law, between Her Majesty the Queen in Right of Canada as represented by the Minister of Employment and Social Development (ESDC) and The Corporation of the City of London;

 

b)         delegate to the Managing Director, Neighbourhood, Children and Fire Services, or their designate, the authority to undertake all the administrative acts that are necessary in connection with the Data Provision Agreement approved in part a) above, on the condition that no additional funding is required, or if additional funding is required it is provided for in the City’s current budget, and that there is no increase in indebtedness or contingent liabilities of The Corporation of the City of London; and,

 

c)         authorize the Mayor and the City Clerk to execute the above-noted Agreement. (2017-S14)

5.

STAFF REPORT - London’s Homeless Prevention System - Homelessness Partnering Strategy Funding Agreement - 2018 Coordinated Point-In-Time Count

 

That, on the recommendation of the Managing Director, Neighbourhood, Children and Fire Services, the proposed By-law, as appended to the staff report dated September 12, 2017, BE INTRODUCED at the Municipal Council meeting to be held on September 19, 2017, to:

 

a)         approve the Funding Agreement, as appended to the above-noted by-law, between Her Majesty the Queen in Right of Canada as represented by the Minister of Employment and Social Development styled as Minister of Families, Children and Social Development and The Corporation of the City of London, to receive new funding under the Homelessness Partnering Strategy;

 

b)         delegate to the Managing Director, Neighbourhood, Children and Fire Services, or designate, the authority to undertake all the administrative and financial acts that are necessary in connection with the above-noted Funding Agreement, on the condition that no additional funding is required, or if additional funding is required it is provided for in the City’s current budget, and that there is no increase in indebtedness or contingent liabilities of The Corporation of the City of London; and,

 

c)         authorize the Mayor and the City Clerk to execute the above-noted Agreement. (2017-S14)

SCHEDULED ITEMS

 

8.

7th Report of the Animal Welfare Advisory Committee

 

That the following actions be taken with respect to the 7th Report of the Animal Welfare Advisory Committee from its meeting held on August 3, 2017:

 

a)         that the Managing Director, Environmental & Engineering Services and City Engineer BE REQUESTED to provide a presentation to the Animal Welfare Advisory Committee with respect to the overall nature of the modifications of the Hyde Park Storm Sewer and how the modifications will affect wildlife; it being noted that a verbal update from W. Brown, on behalf of the Animal Welfare Advisory Committee Working Group, was received;

 

b)         that the Municipal Council BE REQUESTED to consider the following amendments to the Animal Welfare Advisory Committee (AWAC) Terms of Reference:

 

i)          the Urban League of London position be eliminated and an Animal Rescue Group be added in its place;

ii)         the London Veterinarian Association position be eliminated as this organization is no longer in existence and a Member-at-Large be added in its place;

iii)         the London Humane Society position be eliminated and a Wildlife Rehabilitator/Naturalist be added in its place; and,

iv)        the Citizens for Companion Animals position be eliminated and a Member-at-Large be added in its place; and,

 

b)         clauses 1, 2, 4 to 6 and 8, BE RECEIVED;

 

it being noted that the Community and Protective Services Committee heard a verbal presentation from W. Brown, Chair, Animal Welfare Advisory Committee, with respect to this matter.

Ontario Works Rates

 

That the following actions be taken with respect to Ontario Work Rates:

 

a)         the campaign for Ontario Works rates for single adults to be increased by $245.00 per month, as presented in the attached presentation by A. Oudshoorn and D. Peckham of the London Homelessness Coalition BE ENDORSED; and,

 

b)         the Mayor BE REQUESTED to write a letter to the Minister of Community and Social Services as well as the local members of Provincial Parliament and the leaders of the provincial opposition parties, indicating the City of London’s support to increase the Ontario Works rates.

Business Licensing By-law Review – Adult Live Entertainment Parlour, Adult Entertainment Body-Rub Parlour, Unsolicited Motor Vehicle Towing and Storage

 

That, on the recommendation of the Managing Director, Development and Compliance Services and Chief Building Official, adult live entertainment parlours, adult entertainment body-rub parlours and unsolicited motor vehicle towing and storage BE INCLUDED in the updated Business Licensing By-law; it being noted that upon completion of all public participation meetings related to the review of the Business Licensing By-law, a further public participation meeting will be scheduled to repeal and replace the current Business Licensing by-law as per the direction of Municipal Council on December 19, 2016; it being futher noted that the Community and Protective Services Committee (CPSC) received the attached presentation from O. Katolyk, Chief Municipal Law Enforcement Officer with respect to this matter;

 

it being pointed out that at the public participation meeting associated with this matter, the individuals indicated on the attached public participation meeting record made submissions in connection therewith. (2017-P09)

11.

COUNCIL MEMBER SUBMISSION - Shared Rail - Trail Link Along the CN Talbot Spur Line

 

That the City Manager BE DIRECTED to:

 

a)         begin more formal discussions with CN, the City of St. Thomas and Elgin County with respect to the possibility of a shared rail-trail link along the CN Talbot Spur Line;

b)         explore possibilities for funding through other levels of government in support of improved cycling opportunities; and,

 

c)         report back to Municipal Council with the next steps once the initial discussions have taken place. (2017-R04)

PUBLIC SUBMISSION - Pool Equipment Noise - REQUEST FOR DELEGATION STATUS

 

That no action BE TAKEN with respect to a request for delegation status related to neighbourhood pool equipment noise; it being noted that there has been enforcement activity with respect to this matter. (2017-P01)

Partnership to Establish London as a UN Women’s Safe City

 

That the following actions be taken with respect to A Partnership to Establish London as a UN Women’s Safe City:

 

a)         ANOVA BE APPOINTED as the lead organization in developing a five-year Safe Cities plan for London;

 

b)         a Steering Committee of sexual assault and research experts BE CREATED by ANOVA to explore how we can make London a safe space for everyone; and,

 

c)         the above-noted Steering Committee BE DIRECTED to report back to Municipal Council, within a year, with a list of recommendations to work towards a UN Safe Cities Designation;

 

it being noted that the Community and Protective Services Committee (CPSC) received a communication dated September 12, 2017 from Mayor M. Brown, related to this matter;

 

it being further noted that the CPSC received the attached presentation from J. McGregor, Director, Community Programs, ANOVA and Dr. A. Trudell, Manager of Education, Training and Research, ANOVA, related to this matter. (2017-A01)
