ACCESSIBILITY Advisory Committee

 

meeting held on September 28, 2017, commencing at 3:00 PM, in Committee Room #4, Second Floor, London City Hall. 

 

PRESENT:   M. Dawthorne (Chair), M. Cairns, A. Forrest, J. Madden, J. Menard and J. Sanders and J. Bunn (Secretary).

I.

CALL TO ORDER

 

1.

Disclosures of Pecuniary Interest

 

That it BE NOTED that M. Dawthorne disclosed a pecuniary interest in clause 3 of this report, having to do with the Education and Awareness Sub-Committee Report, specifically the motion that deals with creating alternative formats of documentation for the upcoming Open Houses by indicating that his employer is a provider of that type of service.

Age Friendly London

 

That it BE NOTED that the presentation, as appended to the agenda, by M. Dellamora, Special Projects Coordinator, with respect to Age Friendly London, was received.

 

III.

SUB-COMMITTEES & WORKING GROUPS

 

3.

Education and Awareness Sub-Committee

 

That the following actions be taken with respect to the Education and Awareness Sub-Committee Report from the meeting held on July 4, 2017:

 

a)       the Chair of the Accessibility Advisory Committee (ACCAC) BE APPROVED to officially promote and respond to media inquiries for the Accessibility Open Houses on behalf of the ACCAC as a whole; it being noted that the ACCAC supports designation of a delegate from the committee to speak on behalf of the ACCAC, on matters related to the Accessibility Open Houses as needed;

 

 

b)       that it BE NOTED that funds identified in the 2017 Work Plan, for the purpose of “translation” may be used for alternate format production of ACCAC documents, as required; and

 

c)       the remainder of the Education and Awareness Sub-Committee Report, BE RECEIVED.

 

4.

Built Environment and Facilities Sub-Committee

 

The following actions be taken with respect to the Built Environment and Facilities Sub-Committee Reports from the meetings held on July 10, 2017 and September 11, 2017:

 

a)      a representative of the Development and Compliance Services area BE REQUESTED to formally present the site-plan review checklist format and usage to the Accessibility Advisory Committee (ACCAC) with the anticipation of the ACCAC's endorsement for use by City staff as a resource tool with respect to the ACCAC's AODA review process requirements;

 

b)      the Community and Protective Services Committee BE REQUESTED to give delegate status to a representative of the ACCAC to present/discuss concerns with respect to the City's implementation of inclusive designs, policies and/or best practices specifically related, but not limited, to the Community Gardens Program;

 

c)      the attached Sub-Committee review of the current Draft Conservation Master Plan Phase II for the Medway Valley Heritage Forest ESA (south) BE FORWARDED to L. McDougall, Ecologist Planner and the City of London Trail Advisory Group for their consideration;

 

d)      the attached Sub-Committee review of the Annual Status Update (current draft v3) of the City of London Multi-Year Accessibility Plan BE FORWARDED to C. Da Silva, Specialist I, Municipal Policy (AODA), for consideration;

 

e)      a representative of the London Transit Commission BE INVITED to a future meeting of the ACCAC to provide information regarding the status of accessible and specialized transit within the City of London, with particular focus on:

 

i)                 strategies and approaches designed to improve service for persons with disabilities; and,

ii)       the anticipated outcomes of BRT and its impact on persons with disabilities; and,

 

f)       the remainder of the Sub-Committee reports BE RECEIVED.

 

5.

Policy Sub-committee

 

That the following actions be taken with respect to the Policy Sub-Committee report from the meeting held on July 4, 2017:

 

a)      Municipal Council BE REQUESTED to read a statement, in the spirit of the following, prior to each Council and Standing Committee meeting:

 

"The City of London is committed to fostering an accessible and inclusive community wherein all members of the public have equitable access to Municipal Council and its activities. To facilitate this environment, the City of London offers supportive devices, communications supports and adaptive technologies to those in attendance and those off-site. If you require assistance, please contact the City Clerk.";

 

b)       the Division Manager, Roadway Lighting and Traffic Control BE REQUESTED to provide information to the Accessibility Advisory Committee with respect to “Deaf/Blind Child Area” signage, specifically:

 

i)       how placement is determined;

ii)      application/request process;

iii)     duration of review periods; and,

iv)    other similar signage available or under consideration (e.g. related to Autism); and,

 

c)       the remainder of the Policy Sub-Committee Report BE RECEIVED.

That it BE NOTED that the 6th, 7th and 8th Reports of the Accessibility Advisory Committee, from the meetings held on June 22, 2017, July 27, 2017 and August 24, 2017, respectively, were received.

 

7.

Municipal Council Resolution

 

That it BE NOTED that the Municipal Council Resolution from the meeting held on July 25, 2017, with respect to the appointment of Jacquie Davison to the Accessibility Advisory Committee, was received.

 

 

 

 

8.

Notice of Study Commencement

 

That it BE NOTED that the Notice of Study Commencement, dated June 29, 2017, from P. Burnard, Stantec Consulting Ltd., with respect to the Clarke Road Widening from Veterans Memorial Parkway to Fanshawe Park Road East Municipal Class Environmental Assessment Study, was received.

Resilient Cities Conference – Advisory Committee on the Environment

 

That it BE NOTED that the communication dated August 23, 2017, from S. Ratz, Chair, Advisory Committee on the Environment, related to the Resilient Cities Conference, was received.

Accessible Election Plan

 

That the Accessible Election Plan, as appended to the agenda, BE REFERRED to the Policy Sub-Committee for review.

 

11.

Sidewalks During Construction – Standard Practices

 

That it BE NOTED that the presentation, appended to the agenda, originally submitted for the August 24, 2017 meeting by U. DeCandido, Division Manager, Construction Administration and B. Nourse, Environmental Services Engineer, as well as the verbal update from J. Sanders, with respect to Sidewalks During Construction - Standard Practices, were received.

 

12.

Draft Conservation Master Plan for the Medway Valley Heritage Forest Environmentally Significant Area (South)

 

That it BE NOTED that the presentation, appended to the agenda, originally submitted for the August 24, 2017 meeting, by J. Petruniak, Dillon Consulting Inc., with respect to the Draft Conservation Master Plan for the Medway Valley Heritage Forest Environmentally Significant Area (South), was received.

Picadilly Park On-Street

 

That it BE NOTED that the presentation, appended to the agenda, originally submitted for the August 24, 2017 meeting, by J. Michaud, Landscape Architect, with respect to Picadilly Park Proposed On-Street Parking, was received.

Queen’s Park Spray Pad

 

That it BE NOTED that the presentation, appended to the agenda, originally submitted for the August 24, 2017 meeting, by J. Michaud, Landscape Architect, with respect to the Queen's Park Proposed Outdoor Play Space (Spray Pad), was received.

London Police Service Community Consultation Process

 

That it BE NOTED that the communication dated September 5, 2017, from J.B. Pare, Chief of Police and J. Eberhard, London Police Services Board, with respect to the London Police Service Community Consultation Process, was received.

Request for Representative for the Municipal Advisory Group

 

That J. Ramsay, Project Manager, Rapid Transit, BE ADVISED that Kash Husain will represent the Accessibility Advisory Committee on the Municipal Advisory Group related to Rapid Transit.

City of London Multi-Year Accessibility Plan – Draft 2016 Annual Status Update Report

 

That it BE NOTED that the City of London Multi-Year Accessibility Plan - Draft Annual Status Update Report, was received.

 

18.

Accessibility Open House Committee Meeting Report – A. Forrest

 

That it BE NOTED that the Accessibility Open House Committee report from the meeting held on Tuesday, August 8, 2017, was received; it being noted that the Accessibility Advisory Committee also heard a verbal update on the Open Houses from A. Forrest.

 

19.

Disabilities Mentoring Day – C. Da Silva

 

That it BE NOTED that a verbal update from C. Da Silva, Specialist I, Municipal Policy (AODA), with respect to Disabilities Mentoring Day, was received.

 

20.

The Forward Movement – Request for Support

 

That no action BE TAKEN with respect to the request for support from The Forward Movement to adopt the Dynamic Symbol of Access (DSA) as alternative to the currently used International Symbol of Access (ISA).

 

 

21.

2018 Mayor’s New Year’s Honour List – Nominations Requested

 

That it BE NOTED that the communication dated June 28, 2017, from C. Saunders, City Clerk, with respect to the 2018 Mayor's New Year's Honour List Nominations Request, was received.

That it BE NOTED that the letter of resignation from the Accessibility Advisory Committee, dated September 24, 2017, from J. Bell, was received.

The Accessibility Advisory Committee convened in camera from 4:55 PM to 5:30 PM, after having passed a motion to do so, with respect to the following matter:
