meeting held on March 18, 2015, commencing at 4:05 PM, in Committee Room #4, Second Floor, London City Hall. 

 

PRESENT: W. Pol (Chair), J. Jordan, D. Mitchell, C. Quirk, G. Sinclair, D. Szoller, M. Zunti and J. Martin (Committee Secretary).

CALL TO ORDER

 

1.

Disclosures of Pecuniary Interest

 

Recommendation:  That it BE NOTED that no pecuniary interests were disclosed.

ORGANIZATIONAL MATTERS

Election of Chair and Vice Chair for the Term Ending November 30, 2015

 

Recommendation:  That it BE NOTED that the Cycling Advisory Committee elected W. Pol as its Chair and D. Mitchell as its Vice Chair for the term ending November 30, 2015.

 

3.

Committee Orientation

 

Recommendation:  That it BE NOTED that the Cycling Advisory Committee received an orientation from J. Martin, Committee Secretary.

4.

Shift - Moving London Forward - Our Rapid Transit Initiative

 

Recommendation:  That it BE NOTED that the Cycling Advisory Committee received the attached presentation from E. Soldo, Director, Roads and Transportation, with respect to “Shift - Moving London Forward - Our Rapid Transit Initiative”.

CONSENT ITEMS

 

5.

3rd Report of the Cycling Advisory Committee

 

Recommendation:  That the following actions be taken with respect to the 3rd Report of the Cycling Advisory Committee from its meeting held on February 18, 2015:

 

a)            clause 7 of the 3rd Report of the Cycling Advisory Committee BE AMENDED to read, “That Civic Administration BE REQUESTED to consider safety as a primary concern at the intersection of Commissioners and Upper Queens and the intersection of Southdale and Nixon in the design of the bike lane”; and,

 

b)         the remainder of the 3rd Report, BE RECEIVED.

 

 

 

 

 

 

6.

Western Road and Sarnia Road/Philip Aziz Avenue Improvements - Municipal Class Environmental Assessment - Notice of Project Commencement

 

Recommendation:  That it BE NOTED that the Cycling Advisory Committee received a Notice of Commencement from T. Fediw, Project Manager, AECOM Canada and K. Grabowski, Transportation Design Engineer, with respect to the Western Road and Sarnia Road/Philip Aziz Avenue improvements Municipal Class Environmental Assessment; it being noted that J. Jordan will attend the future community meetings and report back.

 

7.

Notice of Study Commencement - London ON Bikes: City of London Cycling Master Plan

 

Recommendation:  That the following actions be taken with respect to the London ON Bikes: City of London Cycling Master Plan study commencement:

 

a)            the Civic Administration BE REQUESTED to provide updates to the Cycling Advisory Committee including, but not limited to, information on opportunities for community engagement and outcomes;

 

b)            the Civic Administration BE REQUESTED to consider the appointment of a CAC member to the Technical Agency Committee; and,

 

c)            the Civic Administration BE REQUESTED to host a workshop for the purpose of providing a brainstorming opportunity and to develop an alignment strategy for the Consultant, Civic Administration and the Cycling Advisory Committee;

 

it being noted that the Cycling Advisory Committee received a Notice of Commencement, dated March 12, 2015 and a communication dated March 18th, 2015, from D. McLaughlin, MMM Group Ltd., with respect to this matter.

ITEMS FOR DISCUSSION

 

8.

40 km Speed Limits in Urban Neighbourhoods

 

Recommendation:  That Civic Administration BE REQUESTED to provide an update with respect to a report on speed limits in school zones at a future Cycling Advisory Committee (CAC) meeting; it being noted that the CAC received a communication with respect to this matter.

 

9.

Sustainability Conference Update

 

Recommendation:  That it BE NOTED that the Cycling Advisory Committee received a verbal update from D. Szoller with respect to the FCM Sustainability Conference held March 18, 2015.

 

10.

Thames Valley Parkway Update

 

Recommendation:  That it BE NOTED that the Cycling Advisory Committee received a communication with respect to the Thames Valley Parkway Update.

 

11.

Bike Route Study from Richmond Street East to Adelaide Street Along the North Branch

 

Recommendation:  That Civic Administration BE REQUESTED to consider Alternate Route A or Alternate Route C, from the short list of Thames Valley Parkway alignments identified in the Bike Route Study from Richmond Street East to Adelaide Street Along the North Branch, as the preferred Thames Valley Parkway alternative alignment.

 

 

12.

Bicycle Friendly Communities (BFC) Webinar Update

 

Recommendation:  That Civic Administration BE REQUESTED to provide an update with respect to the results from 2012 Bicycle Friendly Communities report card at a future meeting; it being noted that the Cycling Advisory Committee received the attached presentation from D. Szoller, with respect to the Bicycle Friendly Communities webinar.

 

13.

Transportation Advisory Committee Representative

 

Recommendation:  That the request for a Cycling Advisory Committee (CAC) representative to the Transportation Advisory Committee BE DEFERRED to the next meeting of the CAC.
