meeting held on July 13, 2016, commencing at 12:16 PM, in Committee Room #4, Second Floor, London City Hall.

6th Report of the London Housing Advisory Committee

 

That it BE NOTED that the 6th Report of the London Housing Advisory Committee from its meeting held on June 8, 2016, was received.

 

3.

Municipal Council resolution - Appointments to the London Housing Advisory Committee

 

That it BE NOTED that the Municipal Council resolution from its session held on June 14, 2016 with respect to appointments to the London Housing Advisory Committee, was received.

 

4.

Municipal Council resolution - 6th Report of the London Housing Advisory Committee

 

That it BE NOTED that the Municipal Council resolution from its session held on June 23, 2016 with respect to the 6th Report of the London Housing Advisory Committee, was received.

 

5.

Business Licensing By-law - Proposed New Categories and Existing Category Regulatory Changes

 

That it BE NOTED that the London Housing Advisory Committee approved the Chair, D. Nemeth, to attend the Public Participation Meeting with respect to the Business Licensing By-law to be held August 2016; it being noted that the members of the LHAC were encouraged to review the above noted by-law and submit comments to the Chair; it being further noted that the staff report dated June 21, 2016, from G. Kotsifas, Managing Director, Development & Compliance Services and Chief Building Official with respect to the Business Licensing By-law – Proposed New Categories and Existing Category Regulatory Changes, was received.

London for All Working Group

 

That it BE NOTED that a verbal update was received from N. Reeves with respect to the London for All Working Group and suggested next steps in an approach to implement the Poverty Panel’s recommendations.

7.

Update on Education/Outreach Joint Discussion of Advisory Committees

 

That it BE NOTED that the London Housing Advisory Committee approved J. Peaire, M. Inthavong and J. Stickling to attend future meetings with respect to the education/outreach joint advisory committee discussions; it being noted that a communication dated June 22, 2016 from S. Ratz, Advisory Committee on the Environment and A. Stratton, Transportation Advisory Committee and a communication from J. Peaire, London Housing Advisory Committee, were received with respect to this matter.

2017 Mayor's New Year's Honour List

 

That it BE NOTED that a communication from the City Clerk, dated July 11, 2016, with respect to the 2017 Mayor’s New Year’s Honour List, was received; it being noted that the members of the London Housing Advisory Committee are encouraged to submit nominations to its Committee Secretary by September 30, 2016.

That it BE NOTED that the LSTAR(R) new release dated July 4, 2016, was received.

That it BE NOTED that the CMHC news release dated July 11, 2016, was received.

 

11.

Notice of Public Participation Meeting Before the Planning and Environment Committee to Amend the Official Plan and Zoning By-law for Near-Campus Neighbourhoods

 

That the Civic Administration BE ADVISED that the London Housing Advisory Committee (LHAC) continues to support, and reiterates, its January 15, 2014, recommendation related to the Official Plan and Zoning By-law for Near-Campus Neighbourhoods as follows:

 

            “That the following actions BE CONSIDERED with respect to proposed amendments to the Secondary Dwelling Units Policy and related proposed Zoning By-law amendments as follows, which was adopted by Municipal Council at its meeting held on February 11, 2014:

 

a)            removal of the Near-Campus Neighbourhood restriction, based on the following criteria being maintained:

 

i)              the secondary units require owner occupation; it being noted that submissions have been received by the Planning Department from both Western University and Fanshawe College advising they are not opposed to removing this restriction;  it being further noted that the Near-Campus Neighbourhood includes a significant area of the City; and,

 

ii)             the five bedroom limit be maintained;

 

b)            secondary units established between 1995 and 2014 and meeting all current building and safety codes, be exempt from any new, more restrictive policies and/or by-law limitations; and,

 

c)            the removal of the additional parking space requirement;

 

it being noted that the LHAC recognizes that secondary units meet a key housing need and the LHAC supports all safe and legal housing.”

 

it being noted that the Notice dated June 29, 2016 with respect to an amendment to the Official Plan and Zoning By-law for Near-Campus Neighbourhoods, was received. 

 

12.

(ADDED) Housing Matters

 

That it BE NOTED that a verbal update was received from S. Datars Bere, Managing Director, Housing, Social Services and Dearness Home, with respect to upcoming housing updates to be provided at the September 12, 2016 meeting of the Strategic Priorities and Policy Committee, and a verbal update was received from S. Giustizia,  HDC Executive Lead, with respect to additional Federal and Provincial funding for affordable housing updates to be provided at the July 19, 2016 meeting of the Community and Protective Services Committee.
