ANIMAL WELFARE ADVISORY COMMITTEE

 

meeting held on May 7, 2015, commencing at 5:05 PM, in Committee Room #4, Second Floor, London City Hall.

ABSENT:  K. MacIntosh, D. Simpson and P. Wright.

 

ALSO PRESENT:  J. MacKay, B. O’Hagan and F. Sekercioglu.

CALL TO ORDER

 

1.

Disclosures of Pecuniary Interest

 

Recommendation:  That it BE NOTED that no pecuniary interests were disclosed.

Urban Design and GIS and Downtown Design Manual

 

Recommendation:  That it BE NOTED that presentation from B. O’Hagan, Urban Designer, with respect to the draft Urban Design and GIS and Downtown Design Manuals was received.

 

3.

Accessibility for Ontarians with Disabilities Act (AODA) - Integrated Accessibility Standards Orientation

 

Recommendation:  That it BE NOTED that the Accessibility for Ontarians with Disabilities Act (AODA) Integrated Accessibility Standards orientation was received.

3rd Report of the Animal Welfare Advisory Committee

 

Recommendation:  That it BE NOTED that the 3rd Report of the Animal Welfare Advisory Committee from its meeting held on April 2, 2015, was received.

5.

Wildlife Sub-Committee

 

Recommendation:  That it BE NOTED that the Animal Welfare Advisory Committee established membership for the Wildlife Sub-committee including members of the community.

 

6.

Companion Animals Sub-Committee

 

Recommendation:  That it BE NOTED that the Animal Welfare Advisory Committee established membership for the Companion Animals Sub-committee including members of the community.

DEFERRED MATTERS/ADDITIONAL BUSINESS

 

7.

Tethering/Chaining of Animals and Regulation of Outdoor Housing

 

Recommendation:  That it BE NOTED that the Animal Welfare Advisory Committee will continue to move forward in the development of a proposed by-law related to the tethering/chaining and regulations for outdoor housing of domestic animals; it being noted that the AWAC received a communication and a verbal update from V. VanLinden with respect to this matter.

 

8.

Coyote Death and Species-Specific Wildlife Protocols

 

Recommendation:  That the following actions be taken with respect to coyotes and species-specific wildlife protocols:

 

a)            the following BE INVITED to attend a future meeting of the Animal Welfare Advisory Committee (AWAC) to present and discuss wildlife protocols, specific to coyotes:

 

i)              Leslie Sampson, Co-Founder, Coyote Watch Canada;

ii)             London Police Services; and,

iii)            Ministry of Natural Resources;

 

b)            the wildlife sub-committee BE REQUESTED to develop a list of:

 

i)              urban species of wild animals; and,

ii)             organizations that are specific to each species; and,

 

c)            the wildlife sub-committee BE REQUESTED to review and report back to the AWAC with respect to the Fatal Light Awareness Program (FLAP).

 

it being noted that the AWAC received a verbal update from J. MacKay, City of London, Ecologist, with respect to these matters.
