LONDON ADVISORY COMMITTEE ON HERITAGE

 

meeting held on August 19, 2015, commencing at 5:30 PM, in Committee Room #5, Second Floor, London City Hall.

CALL TO ORDER

Disclosures of Pecuniary Interest

 

That it BE NOTED that H. Garrett disclosed a pecuniary interest in clause 13 of this Report having to do with the Heritage Alteration Permit Application for the property located at 122 Wortley Road, by indicating that her employer is the agent for the applicant.

9th Report of the London Advisory Committee on Heritage

 

That it BE NOTED that the 9th Report of the London Advisory Committee on Heritage, from its meeting held on July 16, 2015, was received.

 

3.

Municipal Council Resolution - 136A and 138 Wortley Road

 

That it BE NOTED that the Municipal Council resolution adopted on July 28, 2015, with respect to the demolition and the façade redesign of the buildings located at 136A and 138 Wortley Road, was received.

 

4.

Municipal Council Resolution - 505, 507 and 511 Talbot Street

 

That it BE NOTED that the Municipal Council resolution adopted on July 28, 2015, with respect to the demolition of the commercial buildings located at 505, 507 and 511 Talbot Street, was received.

Municipal Council Resolution - Mid-Century Modern Properties

 

That it BE NOTED that the Municipal Council resolution adopted on July 28, 2015, with respect to the Mid-Century Modern properties, was received.

Municipal Council Resolution - 9th Report of the London Advisory Committee on Heritage

 

That it BE NOTED that the Municipal Council resolution adopted on July 28, 2015, with respect to the 9th Report of the London Advisory Committee on Heritage from its meeting held on July 16, 2015, was received.

 

7.

2016 Mayor's New Year’s Honour List - Nominations Requested

 

That it BE NOTED that the London Advisory Committee on Heritage (LACH) reviewed and received a communication dated August 5, 2015, from the City Clerk, with respect to the 2016 Mayor’s New Year’s Honour List (MNYHL).  The LACH asked that this matter be placed on its October agenda and Members were encouraged to submit nominations for the MNYHL for consideration.

 

8.

1156 Dundas Street and 463 Ashland Avenue

 

That the London Advisory Committee on Heritage (LACH) asked that the following comments, relating to the redevelopment of the former McCormick Factory site, BE FORWARDED to the Civic Administration for consideration:

 

a)         the LACH is pleased to see the site being redeveloped and generally supportive of the proposed concept;

 

b)         consideration should be given to the balance position and Tower materials in relation to the existing façade;

 

c)         the smoke stack should be retained; and,

 

d)         consideration should be given to recognition/commemoration of the original use of the site;

 

it being noted that the LACH reviewed and received the Notice dated July 17, 2015, from M. Tomazincic, Manager, Current Planning, with respect to the application from the City of London relating to the properties located at 1156 Dundas Street and 463 Ashland Avenue.

Historic Sites Committee Minutes

 

That it BE NOTED that the Historic Sites Committee Minutes from the meeting held on April 1, 2015, were received.

10.

Stewardship Sub-Committee Report

 

That the following actions be taken with respect to the Stewardship Sub-Committee Report:

 

a)         consideration of the properties located at 78 to 88 Oxford Street West BE DEFERRED to the next meeting of the London Advisory Committee on Heritage; and,

 

b)         it BE NOTED that the Stewardship Sub-Committee Minutes from the meeting held on July 29, 2015, were received.

ITEMS FOR DISCUSSION

 

11.

Springbank Park as a Cultural Heritage Landscape

 

That the communication from M. Whalley, President, ACO London Region, with respect to Springbank Park as a Cultural Heritage Landscape, BE REFERRED to the Stewardship Sub-Committee for further review.

 

12.

LACH Heritage Impact Assessment (HIA) Evaluation Procedures

 

That the matter of the Heritage Impact Assessment Evaluation Procedures BE REFERRED to the Planning and Policy Sub-Committee for review; it being noted that the London Advisory Committee on Heritage heard a verbal report from W. Kinghorn, with respect to this matter.

 

13.

Heritage Alteration Permit - 122 Wortley Road

 

That, on the recommendation of the Managing Director, Planning and City Planner, with the advice of the Heritage Planner, the Heritage Alteration Permit application of B. Baillargeon and P. Jones to remove the existing building at 122 Wortley Road, located within the Wortley Village-Old South Heritage Conservation District, and to erect a new structure BE PERMITTED as described in the drawings appended to the staff report dated August 19, 2015, as Appendix D.

Register Project Update

 

That the attached presentation from B. Davies, Summer Student, with respect to the Heritage Register project, BE RECEIVED.

 

15.

Heritage Planner's Report

 

That it BE NOTED that the attached submission from K. Gonyou, Heritage Planner, with respect to various updates and events, was received.

 

16.

National Historical Plaques

 

That it BE NOTED that a communication dated June 15, 2015, from C. Addington, with respect to National Historical plaques being removed from Gibbons Park and Memorial Park, was received.
