TOWN AND GOWN COMMITTEE

 

meeting held on May 12, 2017, commencing at 1:00 PM, in Committee Room #5, Second Floor, London City Hall. 

 

PRESENT:  J-M. Metrailler (Chair), Councillors T. Park and P. Squire; P. Beechey, M. Blake Bonn, J. Cleary, J. Goodwin, M. Sampson, P. Masse and P. White and H. Lysynski (Secretary). 

 

ABSENT:  Councillors M. Salih and J. Zaifman; A M. DeCicco-Best and J. Henry.

 

ALSO PRESENT:  G. Barrett, H. Chapman, D. Ellyatt, J. Farquar, L. Maitland, G. Matthews and D. Peckham.

CALL TO ORDER

 

1.

Disclosures of Pecuniary Interest

 

That it BE NOTED that Councillor T. Park disclosed a pecuniary interest in clause 8 of this Report having to do with bus rapid transit, by indicating that she resides in close proximity to the proposed Wellington Street corridor.

SCHEDULED ITEMS

 

2.

Western University Faculty of Law - Resources Available at Dispute Resolution Centre

 

That the presentation from N. Al-Azem, Outreach Liaison, Western University Faculty of Law with respect to the resources available at the Western Law Dispute Resolution Centre BE POSTPONED to the next meeting when N. Al-Azem is able to attend.

1st Report of the Town and Gown Committee

 

That it BE NOTED that the 1st Report of the Town and Gown Committee from its meeting held on February 8, 2017, was received.

 

4.

Notice of Application - 150 Dundas Street - 153 Carling Street

 

That the Civic Administration BE ADVISED that the Town and Gown Committee expressed its support for the application by Rygar Corporation Inc., relating to the properties located at 150 Dundas Street and 153 Carling Street, as the proposed amendment will benefit students.

 

5.

Municipal Council Resolution - 1st Report of the Town and Gown Committee

 

That it BE NOTED that the Municipal Council resolution adopted at its meeting held on March 27, 2017, with respect to the 1st Report of the Town and Gown, was received.

ITEMS FOR DISCUSSION

 

6.

Secondary Dwelling Units

 

That the following actions be taken with respect to secondary dwelling units:

 

a)            the attached presentation from G. Barrett, Manager, Long Range Planning and Research and L. Maitland, Planner I, BE RECEIVED; and,

 

b)            the staff report dated February 6, 2017 entitled "Minister's Modifications to the London Plan Secondary Dwelling Units", BE RECEIVED.

7.

Notice of Application – Secondary Dwelling Units

 

That it BE NOTED that a Notice dated April 5, 2017, from L. Maitland, Planner I, with respect to the application by The Corporation of the City of London, relating to secondary dwelling units, was received.

 

8.

Bus Rapid Transit Discussion

 

That the Civic Administration be advised of the following with respect to the City’s proposed Bus Rapid Transit:

 

a)            the Bus Rapid Transit project and improved transit access BE SUPPORTED IN PRINCIPLE to provide reliable, efficient transportation directly to Fanshawe College, Western University and affiliated universities or colleges to the students to the Downtown, Fanshawe College and Western University campuses; and,

 

b)            Bus Rapid Transit lanes that primarily use dedicated lanes, BE SUPPORTED.

 

V.

DEFERRED MATTERS/ADDITIONAL BUSINESS

 

9.

(ADDED)  Shift

 

That all Municipal Councillors BE REQUESTED to hold stakeholder consultations relating to Shift, and its potential impact on students.
