C-1.

A matter pertaining to reports, advice and recommendations of officers and employees of the Corporation concerning labour relations and employee negotiations arising out of contract negotiations with one of the Corporation's unions and communications necessary for that purpose and for the purpose of providing directions and instructions to officers and employees of the Corporation.
