LONDON ADVISORY COMMITTEE ON HERITAGE

 

meeting held on May 11, 2016, commencing at 5:30 PM, in Committee Room #3, Second Floor, London City Hall.

I.

CALL TO ORDER

 

1.

Disclosures of Pecuniary Interest

 

That it BE NOTED that the following pecuniary interests were disclosed:

 

a)          H. Garrett with clause 7 of this Report, having to do with the Stewardship Sub-Committee Report relating to the review of the property located at 21 Wharncliffe Road South, by indicating that her employer is the agent on file for this project;

 

b)          G. Thompson with clause 2 of this Report, having to do with the Heritage Impact Statement relating to the property located at 240 Waterloo Street, by indicating that he may be a tenant of the redevelopment; and,

 

c)         S. Adamsson with clause 2 of this Report, having to do with the Heritage Impact Statement relating to the property located at 240 Waterloo Street, by indicating that he is a tenant of the property.

Heritage Impact Statement - 240 Waterloo Street

 

That the Heritage Impact Statement for the property located at 240 Waterloo Street BE POSTPONED to a future meeting of the London Advisory Committee on Heritage as Mr. Kirkness, Agent, was unable to attend the meeting.

 

3.

Green In

 

That the London Advisory Committee on Heritage reviewed and received the attached presentation from Lisa McNiven, Parks Project Co-ordinator, with respect to the Green In project on the London Normal School lands.

5th Report of the London Advisory Committee on Heritage

 

That it BE NOTED that the 5th Report of the London Advisory Committee on Heritage from its meeting held on April 13, 2016, was received.

 

5.

Municipal Council Resolution - 4th Report of the London Advisory Committee on Heritage

 

That it BE NOTED that the Municipal Council resolution adopted at its meeting held on April 5, 2016, with respect to the 4th Report of the London Advisory Committee on Heritage, was received.

 

6.

Municipal Council Resolution - Properties located at 864-872 Dundas Street

 

 

That it BE NOTED that the Municipal Council resolution adopted at its meeting held on April 5, 2016, with respect to the proposed designation of the properties located at 862-874 Dundas Street, was received.

SUB-COMMITTEES & WORKING GROUPS

 

7.

Stewardship

 

That the following actions be taken with respect to the Stewardship Sub-Committee Report:

 

a)            the property located at 21 Wharncliffe Road South (former Riverview School, now the London Children’s Museum) BE PLACED on the Register (Inventory of Heritage Resources); it being noted that the attached rationale supports the recommendation; and,

 

b)            it BE NOTED that the Stewardship Sub-Committee minutes from its meeting held on April 27, 2016, were received.

 

V.

ITEMS FOR DISCUSSION

 

8.

4402 Colonel Talbot Road

 

That, the following actions be taken with respect to the request for the demolition of a heritage listed property located at 4402 Colonel Talbot Road:

 

a)            notice BE GIVEN under the provision of Section 29(3) of the Ontario Heritage Act, R.S.O. 1990, c. O. 18, of Municipal Council’s intention to designate the north, west and south façade of the 1925 portion of the buildings located at 4402 Colonel Talbot Road to be of cultural heritage value or interest for the reasons appended to the Managing Director, Planning and City Planner's report dated May 11, 2016;

 

b)         the Chief Building Official BE ADVISED of Municipal Council’s intention in this matter; and,

 

c)            it BE NOTED that the London Advisory Committee on Heritage (LACH) heard delegations from Dr. Chawla, owner and D. Smith, S3AEC and Studio S3AEC and received the following communications with respect to this matter:

 

i)              dated May 5, 2016 from D. Smith, S3AEC and StudioS3AEC; and,

ii)             dated February, 2016 from S3AEC and StudioS3AEC.

 

9.

5067 Cook Road

 

That, on the recommendation of the Managing Director, Planning and City Planner, with the advice of the Heritage Planner, the following actions be taken with respect to the request for the demolition of a heritage listed property located at 5067 Cook Road:

 

a)            the Chief Building Official BE ADVISED that Municipal Council consents to the demolition of the building located at 5067 Cook Road; and,

 

b)            the property located at 5067 Cook Road BE REMOVED from the Register (Inventory of Heritage Resources).

 

10.

566 Colborne Street

 

That it BE NOTED that the London Advisory Committee on Heritage held a general discussion with respect to the proposed Heritage Alteration Permit for the property located at 566 Colborne Street.

 

11.

Heritage Planner's Report

 

That it BE NOTED that the attached submission from K. Gonyou, Heritage Planner, with respect to various updates and events, was received.
