a) That
the Civic Administration BE ADVISED that the Community Safety and
Crime Prevention Advisory Committee (CSCP) requested that the following
information be considered in the review of reducing the speed limit near schools:
i)
the
CSCP supports the reduction of speed limits;
ii) changing
only the speed limit is not effective; you need to change the environment;
iii) school
crossing signage needs to be posted in both directions;
iv) investigating
what other countries implement for speed reduction; it being noted that in
England, they build angled white picket fences that make the road appear to
be narrower and that Holland has undertaken extensive research on this
matter;
v) education
is a key component of any traffic calming measures;
vi) continuation
of funding for school crossing guards;
vii) incorporating
raised features or similar techniques to force speed reduction;
viii) use of
radar signs in a continual rotation;
ix) use of
enforcement blitzes; and,
x) effective
ad creative traffic calming, enforcement and education; and,
b) that
the CSCP Chair BE DIRECTED to be a delegation, on behalf of CSCP, when the
matter is brought forward to a Standing Committee;
it being noted that
the Community Safety and Crime Prevention Advisory Committee reviewed and
received a communication dated March 25, 2015, from S. Maguire, Division
Manager, Roadway Lighting & Traffic Concerns, with respect to this
matter.
