TOWN AND GOWN COMMITTEE

 

meeting held on September 29, 2015, commencing at 1:00 PM, in Committee Room #5, Second Floor, London City Hall. 

 

PRESENT:  Councillor M. Salih (Chair), Deputy Mayor M. Cassidy, Councillors T. Park, P. Squire and J. Zaifman and P. Beechey, A. Bushell, T. Frost, J. Goodwin, S. Grindrod, P. Masse, J-M. Metrailler, L. Perkins and K. Seanor and N. Sussman and H. Lysynski (Secretary).

Accessibility for Ontarians with Disabilities Act (AODA) - Integrated Accessibility Standards

 

That the Accessibility for Ontarians with Disabilities Act (AODA) - Integrated Accessibility Standards BE POSTPONED to the next meeting; it being noted that some members have previously completed training in their individual workplaces.

2nd Report of the Town and Gown Committee

 

That it BE NOTED that the following were received:

 

a)            the 2nd Report of the Town and Gown Committee from its meeting held on March 11, 2015; and,

 

b)            a Municipal Council resolution adopted at its meeting held on March 31, 2015, with respect to the 2nd Report of the Town and Gown Committee.

 

4.

Property located at 89 York Street

 

That it BE NOTED that the Notice dated September 16, 2015, from S. Wise, Planner II, with respect to the application of Jing for Jing Ltd., relating to the property located at 89 York Street, was received.

 

5.

Notice of Second Draft of The London Plan

 

That it BE NOTED that the Notice dated May 21, 2015, from H. McNeely, Senior Planner, with respect to the second draft of The London Plan, was received.

ITEMS FOR DISCUSSION

 

6.

Principles of Collaboration and Commitment between the City of London and Western University Students' Council

 

That, on the recommendation of the City Manager, the Mayor and City Manager BE AUTHORIZED to sign the attached Principles of Collaboration and Commitment, as proposed by the University Students’ Council (USC) of Western University; it being noted that the agreement reflects a commitment between the City and the USC to work together on items of shared interest.

YourLondonCalling.ca

 

That it BE NOTED that a verbal presentation and website overview (http://www.yourlondoncalling.ca/), from K. Pawelec, Specialist, Community Reporting and Planning, Community and Economic Innovation Division, City Manager's Office, was received.

 

8.

Good Neighbour Guides

 

That a Working Group consisting of W. Cowdrey, G. Matthews, J-M. Metrailler, Councillor T. Park and L. Perkins BE ESTABLISHED to work with interested Community Associations to create a “Good Neighbour Guide” for all London residents; it being noted that Western University provides 13,000 “Good Neighbour Guides” to its students; it being further noted that the Town and Gown Committee reviewed and received “Good Neighbour Guides” from Brock University, the City of St. Catherines and the City of North Bay.

 

9.

2015 Priorities

 

That it BE NOTED that the Town and Gown Committee reviewed its previously established 2015 Priorities; it being noted that:

 

a)         there will be a public participation meeting related to the Greater Near Campus Neighbourhood Strategy in November, 2015;

 

b)         a Working Group has been established to prepare a brochure to be provided to residents on being good neighbours as noted in clause 8, above; and,

 

c)         there was a discussion held with respect to students getting to and from campus using public transit; it being further noted that Councillor P. Squire responded to this as he is on the London Transit Commission Board.

 

VI.

DEFERRED MATTERS/ADDITIONAL BUSINESS

 

10.

Homecoming and Project Learn Updates

 

That the following actions be taken with respect to the attached presentation from Sergeant D. Ellyatt, London Police Services, relating to Homecoming and Project Learn updates:

 

a)            the Civic Administration BE REQUESTED to review and report back at a future meeting with respect to by-laws enforced by other municipalities relating to rooftop partying;

 

b)            the Committee Secretary BE REQUESTED to place Homecoming - Harm Reduction, on the next Agenda; and,

 

c)            the presentation by Sergeant D. Ellyatt, London Police Services, BE RECEIVED.

 

11.

2015 Octoberfest

 

That it BE NOTED that a general discussion was held with respect to London’s first Octoberfest to be held on October 9, 10, 15, 16 and 17.

 

12.

Block Party

 

That it BE NOTED that a general discussion was held with respect to the Block Party that occurred at Wellington Street and York Street on September 11 and 12, 2015.

 

13.

Tenants’ Rights Campaign

 

That it BE NOTED that the University Students Council is holding a Tenants’ Rights Campaign for students in November.
