meeting held on September 21, 2016, commencing at 7:02 PM, in Committee Room #1, Second Floor, London City Hall.

4th Report of the Agriculture Advisory Committee

 

That it BE NOTED that the 4th Report of the Agricultural Advisory Committee from its meeting held on June 15, 2016, was received.

7th, 8th and 9th Reports of the Advisory Committee on the Environment

 

That it BE NOTED that the 7th, 8th and 9th Reports of the Advisory Committee on the Environment from its meetings held on June 1, July 20 and September 7, 2016, respectively, were received.

 

4.

Municipal Council Resolution - 7th Report of the Advisory Committee on the Environment

 

That it BE NOTED that the Municipal Council resolution adopted at its meeting held on June 23, 2016, with respect to the actions taken with respect to the 7th Report of the Advisory Committee on the Environment, was received.

 

5.

Notice of Application - City of London - 2497-2591 Bradley Ave

 

That it BE NOTED that a Notice dated September 7, 2016, from J. Adema, Planner II, with respect to an application submitted by the City of London, relating to the properties located at 2497 to 2591 Bradley Avenue, was received.

Notice of Application -  Hyde Park Equipment Ltd. - 4166 Scotland Drive

 

That the Civic Administration BE ADVISED that the Agricultural Advisory Committee (AAC) supports agricultural commercial use that will permit the owner to sell and service farm machinery and equipment and that all-terrain vehicles, utility vehicles and side-by-side vehicles be included in the permitted use as it assists farmers in getting around their farm; it being noted that the AAC reviewed and received a Notice dated August 17, 2016, with respect to an application submitted by Hyde Park Equipment Ltd., relating to the property located at 4166 Scotland Drive, was received.

 

 

 

 

 

 

7.

Notice of Application - Old Oak Properties Inc. - Lands within Southwest Area Secondary Plan

 

That the Civic Administration BE ADVISED that the Agricultural Advisory Committee expressed opposition to the Official Plan Amendment proposed in the Notice dated September 7, 2016, from L. Maitland, Planner I, with respect to an application submitted by Old Oak Properties Inc., relating to the Southwest Area Secondary Plan for the following reasons:

 

a)            the Southwest Area Secondary Plan is large enough as it currently stands;

 

b)            surface parking lots negatively impact water health and water runoff;

 

c)            there is nothing to stop water runoff into Dingman Creek thereby polluting water quality;

 

d)            a blanket repealing of the Policy is preferred so that applications can be reviewed on a case by case basis;

 

e)            the larger footprint of the building, with a surface parking lot, will impact surrounding agricultural land, including the shadowing from the building; and,

 

f)             the potential increase of urban sprawl to the detriment of agricultural land.

 

8.

Notice of Study Commencement  - Detailed Design and Class Environmental Assessment Study - Highway 401 Reconstruction

 

That the Ontario Ministry of Transportation BE REQUESTED to keep the Agricultural Advisory Committee (AAC) informed of the progress of the detailed design and Class Environmental Assessment (EA) Study for the Highway 401 reconstruction in Elgin County, Middlesex County and the City of London; it being noted that the AAC reviewed and received a Notice of Study Commencement dated August 8, 2016, from M. Bruder, Environmental Planner, Stantec Consulting Ltd., with respect to this matter..

Notice of Study Completion - Veterans Memorial Parkway Extension and Highway 401 Interchange Improvements

 

That it BE NOTED that the Notice of Study Completion dated July 29, 2016, from D. Madden, Senior Environmental Planner, Stantec Consulting Ltd., with respect to the Veterans Memorial Parkway extension and Highway 401 interchange improvements, was received.

10.

Private Member's  Bill of Certified Crop Advisors

 

That the request for a resolution with respect to the support of Certified Crop Advisors and potential amendments to Ontario Regulation 63/09 BE POSTPONED to the next Agricultural Advisory Committee meeting to allow the Members to review the proposed legislation.

 

11.

Agricultural Advisory Committee 2016 Work Plan

 

That it BE NOTED that the Agricultural Advisory Committee held a general discussion with respect to their 2016 Work Plan.

DEFERRED MATTERS/ADDITIONAL BUSINESS

 

12.

(ADDED)  Draft Terms of Reference - Urban Agriculture Strategy

 

That it BE NOTED that the attached communication dated September 21, 2016, from L. Maitland, Planner I, with respect to the draft Terms of Reference for the Urban Agriculture Strategy, was received; it being noted that the Agricultural Advisory Committee Members were encouraged to attend the meeting on September 29, 2016.

 

13.

(ADDED)  Bostwick Road Realignment

 

That it BE NOTED that the attached communication dated September 21, 2016, with respect to the Notice of Public Information Centre meeting for the Bostwick Road Realignment including the Bradley Avenue Extension Municipal Class Environmental Assessment, was received.
