2ND REPORT OF THE

 

AGRICULTURAL ADVISORY COMMITTEE

 

meeting held on March 18, 2015, commencing at 7:30 PM, in Committee Room #1, Second Floor, London City Hall. 

 

PRESENT:  L. McKenna (Chair), C. Colvin, S. Franke, A. Lawrence and S. Twynstra and B. Mercier (Secretary).

           

ABSENT:  K. Dinel, H. Fletcher and M. McAlpine.

 

ALSO PRESENT:  Councillor J. Helmer, P. Conlin, A. Macpherson, L. Maitland, H. McNeely and L. Mottram.

CALL TO ORDER

 

1.

Disclosures of Pecuniary Interest

 

That it BE NOTED that no pecuniary interests were disclosed.

ORGANIZATIONAL MATTERS

 

2.

Election of Chair and Vice Chair for the term ending November 30, 2015

 

That L. McKenna and A. Lawrence BE APPOINTED Chair and Vice Chair, respectively, for the term ending November 30, 2015.

 

3.

Committee Orientation

 

That it BE NOTED that the committee orientation from B. Mercier, Committee Secretary, was received.

SCHEDULED ITEMS

 

4.

Guidelines on Permitted Uses in Ontario's Prime Agricultural Areas

 

That the following actions be taken with respect to Ontario’s Draft Guidelines on Permitted Uses in Ontario’s Prime Agricultural Areas document:

 

a)         the Civic Administration BE ADVISED that the Agricultural Advisory Committee (AAC) indicated, that in its opinion, a minimum set-back should be maintained between livestock operations and other land uses, which would alleviate the potential of nuisance complaints, such as odors; and,

 

b)         it BE NOTED that the AAC reviewed and received a communication dated February 2015 from the Ontario Ministry of Agriculture, Food and Rural Affairs, and heard a verbal delegation from L. Maitland, Planner I, with respect to this matter.

CONSENT ITEMS

 

5.

1st Report of the Agricultural Advisory Committee

 

That it BE NOTED that the 1st Report of the Agricultural Advisory Committee from its meeting held on December 17, 2014, was received.

 

6.

2nd Report of the Advisory Committee on the Environment

 

That the following actions be taken with respect to the 2nd Report of the Advisory Committee on the Environment (ACE):

 

a)         the Civic Administration BE ADVISED of the following response from the Agricultural Advisory Committee (AAC) with respect to the attached 5 recommendations prepared by the ACE related to “Pollinator Health”:

i)              the endorsement of ACE recommendations #1 and #2

 

ii)             Recommendation #3

·         the word ‘targets’ be changed to “provincial goals”;

·         the last sentence be removed in its entirety;

·         the word ‘orchards’ be added after the word “meadows/prairies” in the second line;

 

iii)            the removal of Recommendation #4; and,

 

iv)        the endorsement of ACE recommendation #5

 

b)         it BE NOTED that the 2nd Report of the ACE from its meeting held on January 13, 2015, was received;

 

it being noted that the AAC heard a verbal delegation from A. Macpherson, Manager Environmental and Parks Planning and D. Szoller, former ACE Chair, with respect to this matter.

 

7.

3rd Report of the Advisory Committee on the Environment

 

That it BE NOTED that the 3rd Report of the Advisory Committee on the Environment from its meeting held on February 4, 2015, was received.

 

8.

Appointments to the Agricultural Advisory Committee

 

That it BE NOTED that the Municipal Council resolution adopted at its meeting held on February 24, 2015 with respect to the appointments to the Agricultural Advisory Committee for the term ending February 28, 2019, was received.

 

9.

Notice of Application - City Wide - Greenhouses

 

That the Civic Administration BE REQUESTED to consider the following comments from the Agricultural Advisory Committee, with respect to a Notice dated March 5, 2015, from L. Maitland, Planner I, submitted by the City of London, relating to an application to amend the Zoning By-law for greenhouses:

 

a)         all uses within greenhouses should relate to agricultural use and not include package/shipping and/or production areas;

 

b)         the zoning by-law amendment should also include:

 

·         lighting restrictions at night;

·         hours of operation restrictions;

·         consideration of traffic flows; and,

·         an increase to the allowable greenhouse lot coverage to 60%.

 

10.

Notice of Public Meeting - City of London - Official Plan and Zoning Amendment Application

 

That the Notice of Public Meeting dated March 6, 2015, from G. Barrett, Manager, Long Range Planning and Research, with respect to an application submitted by the City of London to amend the Official Plan land use designation in the White Oak/Dingman study area BE RECEIVED.
