special meeting held on November 20, 2012,
commencing at 4:03 PM, in Committee Room #5, Second Floor, London City Hall.
PRESENT: Councillor J.B. Swan (Chair),
Councillors M. Brown, S. Orser, B. Polhill and P. Van Meerbergen and C.
Saunders (Secretary).
ABSENT: Councillor D. Brown.
ALSO PRESENT: Mayor J.F.
Fontana, R. Armistead, J.P. Barber M. Daly, C. Dziedzic, H. Filger, M. Hayward,
J. Smout and M. Turner.

That it BE NOTED no pecuniary
interests were disclosed.

Recommendation: That, on the
recommendation of the Deputy City Treasurer, the attached proposed
by-law (Appendix “A”) BE INTRODUCED at the Municipal Council meeting
to be held on November 20, 2012 to authorize the Mayor and the City Clerk to
execute a Municipality Contribution Agreement between the Ontario Lottery and
Gaming Corporation (OLG) and the City of London with respect to the Western
Fair slot revenue.

Recommendation: That the Mayor BE REQUESTED
to write a letter to Chris Gould, Director, Bluesfest London, in support of
Bluesfest London’s funding application to another level of government.

H. Filger provided a verbal update to the
Investment and Economic Prosperity Committee (IEPC) with respect to the
status of the process to evaluate economic prosperity proposals submitted
during the summer months, indicating that a further report will be presented
to the November 27, 2012 meeting of the IEPC.
