TREES AND FORESTS ADVISORY COMMITTEE

 

meeting held on February 17, 2016, commencing at 12:26 PM, in Committee Room #4, Second Floor, London City Hall. 

 

PRESENT:    R. Mannella (Chair), A. Cantel, P. Ciufo, C. Dyck, J. Kogelheide and C. Linton and J. Martin (Secretary).

CALL TO ORDER

That it BE NOTED that no pecuniary interests were disclosed.

Joint Urban Agricultural Symposium

 

That it BE NOTED that the presentation with respect to the Joint Urban Agricultural Symposium by G. Sass, Advisory Committee on the Environment was deferred to a future meeting of the Trees and Forests Advisory Committee.

2nd Report of the Trees and Forests Advisory Committee

 

That it BE NOTED that the 2nd Report of the Trees and Forests Advisory Committee, from its meeting held on January 14, 2016, was received.

 

4.

Municipal Council resolution - 8th Report of the Trees and Forests Advisory Committee

 

That it BE NOTED that the Municipal Council resolution adopted at its meeting held January 4, 2016 with respect to the 8th Report of the Trees and Forests Advisory Committee, was received.

 

5.

Municipal Council resolution - 1st Report of the Environmental and Ecological Planning Advisory Committee

 

That it BE NOTED that the Municipal Council resolution adopted at its meeting held January 26, 2016 with respect to the 1st Report of the Environmental and Ecological Planning Advisory Committee, was received.

 

6.

Municipal Council resolution - 1st Report of the Trees and Forests Advisory Committee

 

That it BE NOTED that the Municipal Council resolution adopted at its meeting held January 26, 2016 with respect to the 1st Report of the Trees and Forests Advisory Committee (TFAC), was received; it being noted that the TFAC received a verbal update from I. Listar, with respect to additional changes to the watering program.

SUB-COMMITTEES & WORKING GROUPS

 

7.

Allergens, Climate Change and Invasives Working Group

 

That it BE NOTED that discussion with respect to the Urban Forest Climate Change Action Plan and the Tree Planting and Protection Guidelines was deferred to the March meeting of the Trees and Forests Advisory Committee.

 

8.

Planting Strategy Working Group

 

That it BE NOTED that discussion with respect to the Draft Tree Planting Strategy was deferred to the March meeting of the Trees and Forests Advisory Committee.

 

V.

ITEMS FOR DISCUSSION

 

9.

Municipal Council resolution -Draft 2016-2019 Multi-Year Budget

 

That Civic Administration BE REQUESTED to consider the following comments with respect to the Draft 2016-2019 Multi-Year Budget:

 

a)            appropriate funding BE APPROVED to ensure the implementation of the Urban Forestry Strategy as approved by the previous Council;

 

b)            the Civic Administration BE REQUESTED to quantify the impact of not fully funding the Urban Forestry Strategy as approved by the previous council; and,

 

c)            the advisory committees BE ENGAGED at the initiation of the preparation of the business cases in the budget process;

 

it being noted that the Trees and Forests Advisory Committee (TFAC) had the following additional questions with respect to the budget:

 

·                     Was the need for communities to reach peak carbon emissions by 2020, to have any real chance of stopping runaway climate change and an unprecedented global crisis, affecting London residents as well as trees and forests across the planet (See: IPCC 5th Assessment, RCP 2.6 scenario) taken into consideration when creating this budget?

 

·                     Does Municipal Council believe that the proposed budget increases for strategic initiatives (average $14/year) will be sufficient to meet the above-noted target?

 

it being further noted that the TFAC supports the multi-year budget process and the opportunity to be engaged in the process.

 

10.

Springbank Dam and the Impact on Trees

 

That the Municipal Council BE ADVISED that in the opinion of the Trees and Forests Advisory Committee (TFAC) the only purpose of the Springbank Dam is for recreation and therefore the TFAC does not support the prioritization of recreation over the health of the Thames River and its surrounding trees.

Tree Conservation By-law

 

That it BE NOTED that discussion with respect to the Tree Conservation By-law was deferred to the March meeting of the Trees and Forests Advisory Committee.

 

12.

Road Work in Rowntree Neighbourhood and Impact on Trees

 

That it BE NOTED that discussion with respect to the Road Work in Rowntree Neighbourhood and Impact on Trees was deferred to the March meeting of the Trees and Forests Advisory Committee.

 

13.

Southdale and Wharncliffe Forest and Water Update

 

That it BE NOTED that discussion with respect to the Southdale and Wharncliffe Forest and Water Update was deferred to the March meeting of the Trees and Forests Advisory Committee.

 

 

14.

7th Annual Ontario Hazelnut Association Symposium

 

That it BE NOTED that a communication with respect to the 7th Annual Ontario Hazelnut Association Symposium to be held Tuesday, March 22, 2016, was received.
